I don't think you'll find a single writer for 'Spencer the Rover' but this

will take you to a Broadside of the song dated 1824.
That may not even be the earliest version.
We first heard it from the Copper family but I think they must have had a 
collection of Broadsheets from way back.
But 'Spencer the wild rover' was put together by the Kipper family!
